Abstract Nigerian Judiciary faced difficulty in dispensing justice during the COVID-19 pandemic that
ravaged all sectors of the globe. In efforts to curb the speed spread of the virus Nigerian judiciary
followed suit of the adoption of the non-medical safety protocols, which negatively affected the
operations of the courts/judiciary to Nigerians and Nigerian state. The study is ex-post facto
research design which relied on secondary data and the study theoretical framework was
underpinned by system theory. The judiciary adjudicates upon issues of conflict between
individuals, groups, government and individual or organs of government, which was impossible
during the COVID-19 pandemic due to lockdown and strict adherence to non-medical safety
protocol imposed by the government. The paper demonstrated and established the stance of
judiciary as watchdog in state governance in Nigeria. The paper unfolded that COVID-19 nonmedical safety protocols negatively affected timely justice delivery as a result of physical presence
of the litigant/lawyers required in the processes of filing case, which lockdown badly affected in
Nigeria. The paper also revealed that COVID-19 pandemic tapered social and economic status of
legal practitioners and litigants in Nigeria. So, electronic court hearings, training of courts staff
on the act of electronic court hearing and electrification of courts across levels among others were
recommended by the paper.

Abstract The Nigeria-Benin Republic border is one of the sources of insecurity to the Nigerian
state due to its porosity. The paper then examined the effective security challenges at
the Nigeria-Benin Republic border. Ex-post facto research design, which relied on
secondary sources inquiry and structural functionalism theory, was adopted in the
paper. The paper looked at the danger of inadequate security of Nigeria-Benin border
to Nigerian National security and security challenges at the Nigeria-Benin Republic
border. The paper revealed the challenges of management, ECOWAS protocol on free
movement, lack of development of border communities, and historical ties committed
in Nigeria. The paper recommends proper regular training on border security
management of the involved security personal and demarcation of the border with built
wall with Iron Gate rather than bamboo sticks.

Abstract Democracy operates principle of majority which requires equal political opportunities and liberties to
aspirants to contest under political parties in recent times. Therefore political party has made formation
of (representative) democracy easier and possible via the instrumentality of elections. Nigerian democracy is threatened by candidates imposition by some powerful party leaders due to lack of political
parties internal democracy . The study adopted liberal theory of representation as its theoretical framework. With the aid of observational and secondary methods of inquiry, the study revealed that the
practice of candidate imposition within political parties and sometimes in general elections by some
powerful political parties leaders is affront to democracy as it disintegrates political parties, breaches
human right of political parties members among others. The study also revealed that candidates imposition due to lack of political parties internal democracy practice threaten Nigeria democracy as it
produces incompetent leaders who could not articulate the yearnings and aspirations of Nigerians into
achievable policies and programmes. Consequently, Nigerians are frustrated to the level that they are
ignited easily and lure into violence which jeopardize national security. Creation of commission to regulates and monitors political parties primary elections and other activities, providing equal political
opportunities to political parties members among others are recommended to strengthen political parties internal democracy in Nigeria

Abstract The study focuses on post- election litigations as it has
become a norm in the conduct of election in Nigeria and its
effects on socio- economic development. Through secondary and
primary data particularly observation methods of injury, the
study reveal that reign of systemic corruption in Nigeria has
negative effects on the electoral ecosystem which equally affects
the genuine operations of the judiciary over true verdicts of postelection litigations. The paper also reveal that diversion of public
funds meant for developments in pretext into elephant (big and
unending) projects but financial conduit for financing postelection litigations depicts the nexus between post-election
litigation and socio-economic underdevelopment in Nigeria.
Besides, the paper establish that the role of godfatherism in
Nigeria politics, appointment of incompetent hands in
government at the expense of technocrats, enthronement of
nurtured fraudulent politicians as leaders and fear of
uncertainty which deters investors among others are effects of
post-election litigations on socio-economic development in
Nigeria. Political education, life imprisonment for corrupt
electoral staff, Judges and Justices, stoppage of money politics
which fuels the role of godfatherism and its related illegality are
among others are recommended herein by this paper.

Abstract The high numbers of cases of corruption in Nigeria have caused many Nigerians to
bother and think about the way out of the problem. The study focused on regime change
towards the fight against corruption in Nigeria with emphasis on President Muhammadu
Buhari democratic government, particularly his first tenure. The study utilized
secondary data, as well as conceptualized the fight against corruption as a conceptual
framework for the study. The study re-emphasized: that President Buhari perceived
corruption as the greatest form of human rights violation; that Nigeria ecosystem breeds
corruption owing to the existence of impunity emanating from lack of independence of
the institutions and other agencies handling anti-corruption matters; that President
Buhari’s bravery to fight against corruption no matter whose ox is gore served as a red
flag to bureaucratic corruption in Nigeria despite the perception of some persons that
anti-corruption fight of the president is selective; that Buhari bravery to fight against
corruption was boosted by his political party (APC) constitution item No 4 which clearly
states the party’s position against corruption. The study recommended among others that
law should be enacted to mandate all political parties in Nigeria to have anti-corruption
law in their constitutions and the adoption of equality before the law in handling
corruption cases by the anti-corruption institutions, and the law courts.

Abstract The study examined the role of political education and Information
Communication Technology (ICT) for sustainable democracy in
Nigeria. The paper conceptualized political education and ICT for
sustainable democracy. The paper adopted observation and
secondary methods of data gathering. The paper argued that electoral
violence and fraud that marred conducted elections in Nigeria was
due to decades of military rule that militarized the psyche of most
Nigerians, and lack of continuous political education to redirect the
militarized mentality they do display in electoral process, to
democratized mentality to sustain democracy in Nigeria. This is
because the anti-democratic mentality of most Nigerians has created
loopholes for politicians to manipulate the electoral process which
portents a threat to democracy in Nigeria. The paper revealed that
continuous political education through the use of ICT tools like social
network sites will create political awareness that will enlighten
Nigerians to deter them from electoral violence and fraud, and other
related anti-democratic behaviour to bring about sustainable
democracy in Nigeria. Therefore, the paper recommends among
others, that the Nigerian government should liaise with advanced
countries that have successfully built ICT in their democratic
governance, to see areas where they can collaborate to ensure stable
use of ICT facilities in Nigeria.

Abstract Nigeria state returned from military rule to democratic rule in 1999 so as to enthrone good governance. The paper
examined the media constitutional mandate in engendering good governance in Nigeria. Observation and secondary sources of data
were adopted in the paper. Secondary data were generated from textbooks, Journals, visual media and internet. The aforesaid
method was supplemented with primary method of data generation, through which data/information were obtained from observation.
Development media theory and deontological theory were adopted in the paper. The paper identified section 22 of the Nigeria 1999
constitution as amended as the mandate for Nigerian media to engender good governance in Nigeria. The paper revealed that the
Nigerian media provide fora for discourse that encourage and promote characteristic of good governance through which it
engenders good governance in Nigeria. The paper identified among others complex nature of Nigeria state and poor remuneration
of Journalists, and corruption therein as obstacles to the smooth operations of the media in their concerted efforts in engendering
good governance in Nigeria. The paper then recommends among others strict adherence to media code of ethics and remuneration
of Journalists handsomely as panacea to the hindrance to excellence operations of Nigerian media in engendering good governance
in Nigeria.

Abstract At the grant of independence Nigerians were hopeful for socio-economic
development. The hope was dashed due to corruption, mismanagement of the
nation’s resources by civilian-led administration. The military intervened in the
nation’s politics to rescue the poor socio-economic condition of Nigerians..
Consequently, the paper focused on military in politics and rural development by
examining the development administration efforts of the military in the development
of Nigerian rural areas. The military in politics and its development administration
was a rural development strategy to alleviate the suffering of the people living in the
rural areas in Nigeria. The paper adopted a historical research method which relied
on secondary data and it also adopted direct military participation theory. The
paper revealed that the Nigerian military in politics was corrective in nature. The
military seized power in Nigeria to change the poor socio-economic and political
system. Therefore, the military embarked on several developmental programmes
such as the creation of local government, rural banking programmes, the
Directorate For Food, Roads and Rural Infrastructure (DIFFRI ), National
Directorate for Employment. The paper revealed that undue political interference,
unstable cash-flow to finance programme and inadequate qualified personnel to
handle some of the programmes/projects constrained the impact of the military
development administration efforts in the rural areas. The paper recommended
among others that Nigeria government should designed no-stop financing plan for
every rural development programme and train adequate rural dwellers to manage
some of the needed programmes/projects

Abstract The paper examined the dimensions with which the violent clashes between the Fulani herdsmen and farmers pose threat to national security of Nigeria. The paper adopted a descriptive analytical method which relied on observation and secondary data. The secondary data were derived from published articles, newspapers, books, and official documents. The paper revealed that the usual causes of clashes between herdsmen and farmers in Nigeria prior to the recent clashes were: climate change, south-ward migration, blockage of livestock routes and water points, cattle theft, over-grazing on fallow lands and assault on non- Fulani women. In addition to the aforementioned causes, the paper revealed that there are new dimensions to the causes which propel the recent wanton and incessant killing of farmers across most farming communities in the country by herdsmen as follows; the audacity of the herdsmen in grazing on available vegetations, no acceptance of compensation by farmers from herdsmen etc. The paper also revealed the perceived challenges to the smooth practice of anti-grazing law in Nigeria. The paper then recommends creation of more grazing reserves in addition to the existing ones, where is possible due to availability of land for such and modern ranching in areas where practicing of grazing reserve is impossible due to lack of land for such purpose, and embark on resource sustainability by reclaiming deforested land through afforestation process.

Abstract Democracy is regarded as the best form of government globally due to its cherished ideals. True democracy is a result of election credibly conducted, free from electoral fraud and such established government is seen as legitimate by the people. However, Nigeria's democracy is different as the conduct of elections is characterized by electoral fraud, thuggery and grievances. The aforesaid situation has weakened democracy and its values in Nigeria, which by-product is attitudinal political apathy of Nigerians toward elections. The paper examined electoral petition as a guide for restoring the anomaly in the electoral process and for consolidating democracy and deepening its value in Nigeria. The paper utilized observation and secondary methods of data collection. The paper established the possibility of using electoral petitions in strengthening and deepening democracy and its values with the aid of incorruptible electoral tribunal in Nigeria. Recommendations are equally made to realize the possibility.

Abstract Nigerian rural communities are facing problem of development due to the systemic corruption and fluctuation of crude oil (with the mainstay of the country economy) price have made the Nigerian government at all levels unable to develop the rural communities. Consequently, alternative measures need to be adopted since the rural dwellers need better life to live despite government inability to provide such. The said situation motivates rural dwellers to look inward to strategize a means for self-development, which is 'self- help project'. Therefore, through observational and secondary methods of data gathering, the paper examines among others, self-help project as a tool for promotion of better life for rural dwellers, sources of funds and challenges facing it in Nigeria. The study revealed that in the recent times, self-help project by rural dwellers is a prerequisite for survival in the developing countries like Nigeria due to their government inability to provide development in the communities because it (self-help project)is designed to meet the basic needs of the people among others. The paper also revealed that problem of leadership and project identification are some of the challenges encounter by rural dwellers in execution of projects. However, the study equally recommends among others engagement of good leadership and adoption of scale of preference in making choice of project(s) to be embarked on to satisfy the yearn of the people.

Abstract Leadership is an indispensable factor to good governance. A quest for true leadership is solely rested on the citizens through free and fair electoral contest in republican states. Abstract The relevant knowledge needed to enthrone good governance is embedded in Political Science. The role of Political Science in human capital (manpower) development is explicitly revealed by this paper through observational and secondary methods of data gathering adopted. Among others, the paper revealed that; the knowledge of Political Science unfold the attributes of good governance in a state, and that by its sub-fields, Political Science trains and develops various categories of human capital such as public administrators, political analysts, public policy analysts, diplomats, educators, political news reporters, and through workshops, conferences, seminars, etc. Political Science improves civil servants performance/productivity. The paper also, revealed that the study of Political Science does not make one a politician as common sensically perceived by many people and equally identified among others ethnic factors, corruption and ignorance as barriers to good governance. Elements of Political Science as general course of study in all tertiary institutions should be introduced to educate the minds of men to be advocate and observance of good governance and tackling of corruption, poverty and ethnic factors by government are some of the recommendations made by this paper.

Abstract Nigeria is a political entity facing internal security challenges. Every security conscious Nigerian is worried about the internal insecurity in the country. Nigerians are cautious about moving freely within the country both in the day and at night. This insecurity is as a result of the ineffectiveness of the Nigeria police force that is in-charge of protecting lives, properties and prevention of crimes. This paper combines community policy as the theoretical framework, observational and secondary methods of data gathering to examine among others the causes of police ineffectiveness in providing internal security in Nigeria. The paper reveals among others that lack of members of the public collaboration with the police force is the chief cause of internal insecurity as well as non- proactiveness of the police force in combating crimes and other related issues in Nigeria today. Consequently, the paper suggested proactive technique as a path way to effective policing, which can eliminate fear of crime(s) of Nigerians and to ensure security of lives and properties in Nigeria. It equally recommended state police and police community partnership to promote and ensure public security and safety in Nigeria.

Abstract The paper examined the chronological military governance/administration in Nigeria, by extension their political development. The paper adopted historical research method, which relied on secondary data that aided the chronological presentation of the military administration. Abstract Institutionalized corruption constitutes the worst challenge to Nigeria’s socio-economic
and political development since the attainment of independence in 1960. Nigeria with
abundant human and material resources has the potential of becoming a modern state
but corruption and insecurity have continued to act as barrier to her aspiration. The
study aimed at examining the connection between corruption and state failure in
Nigeria. This study which is theoretical in nature draws its argument basically from
secondary data which include journal articles, textbooks and internet sources.Based on
the existing threat of corruption and insecurity, the study concludes that Nigeria is
drifting towards state failure. In the final analysis, the study recommends that there is
the urgent need for institutional and ethical reorientations with emphasis on
performance, transparency, accountability and civility in every sector of the economy.

Abstract The paper attempted the examination of the dimensional insecurity imposed by the continuous violent clashes between the Fulani herdsmen and farmers in Nigeria. The study adopted a descriptive analytical method, which relied on secondary data that were generated from journals. newspapers, textbooks and legal documents as well as frustration-aggression theory. The paper revealed that continuous violent clashes/crises between the Fulani herdsmen and farmers have caused Nigerians and Nigeria states various dimensional insecurity threats, which are: Economic insecurity; food insecurity: health insecurity; environmental insecurity; personal insecurity. community insecurity and political insecurity. The paper also revealed the nature of herdsmen in the farming communities in Nigeria, the ethno-religious view of the herdsmen/farmers crisis in Nigeria and displayed some time-cases of herdsmen and farmers violent clashes from 2016-2020. The paper equally recommended among others Federal government should formulate and enforce a policy that will map-out possible grazing farming communities for the practice of crops rotation in which the cattle grazing will be possible symbiotic benefits since as noted by Ofem and Iyang (2014) that prior to this wanton and incessant killings by herdsmen there existed symbiotic relationship between the farmers and the herdsmen in terms of farmers gotten free organic manure/fertilizers from the cattle dung and protein from the cattle beefs, and dairy products, while the nomadic herdsmen relied on the farms produce for food. But the herdsmen by law should not be allowed to claim the ownership of such lands.

Abstract Democracy connotes electoral freedom, justice and peace. This condition offers the citizens of a democratic state like Nigeria, electoral right to choose their leaders and this can only occur in a healthy political atmosphere devoid of manipulations of the electoral process in any form. In Nigeria, the political atmosphere is replete with correlates of electoral malfeasance. This paper examines precipitants of electoral malfeasance by politicians and some public office holders as well as types of electoral frauds in Nigeria from 2007 till date. This paper combined the systems theory with the qualitative method of data collection and analysis to examine the correlates of electoral malfeasance and the concomitant precipitants. The paper reveals among others, poor political culture, poverty and, lack of post-power prosecution as well as corruption as the fuel for electoral malfeasance in Nigeria, among others, this paper recommends effective political education, conscious effort to ensure genuine post-power prosecution of public office holders, good governance, leadership re-orientation as well as strengthening government institutions, particularly those concerned with the electoral system. This is the only way, political re- engineering will produce expected and enduring results in Nigeria.
